Professor Dr. Mizanur Rahman

Director, Bangladesh Institute of Law and International Affairs (BILIA)

Former Chairman, National Human Rights Commission, Bangladesh

Bangladesh Institute of Law and International Affairs (BILIA) is the first think tank organization of Bangladesh. It is a matter of pride and glory that BILIA was initiated under the direct patronage of the father of the nation Bangabandhu Sheikh Mujibur Rahman. The objective behind such creation is to provide the scholarly talents with a platform in the field of Law and International Relations. Today, BILIA is a choice for many national and international scholars to publish their books, journals, research monographs and working papers. As part of its glory, numerous historical events took place at BILIA since its inception in June 1972. The organization witnessed some notable nation building activities, including the drafting of the Constitution of the People’s Republic of Bangladesh, the accomplishment of first draft of the International Crimes (Tribunals) Act in 1973, and the initiation of the Third International Criminal Law Conference in December 1974 as a step towards the drafting of the statute for an International Criminal Court. BILIA is widely recognized as a centre of excellence within and outside of the Country. It is not just a historical place but also the premises of great motivation from leaders who created and formulated an independent country named Bangladesh.

BILIA is working towards achieving its goal of excellence in research in the field of Law and International Affairs, and working towards becoming a global research platform for the scholars all around the world. With its research and publication activity it wishes to attract many scholars both from home and abroad. In future we are hoping that BILIA will work with many public and private sectors to address many issues at policy level and for that BILIA is committed to continue its efforts in research related activities.
